The 100-Foot Rule

Pythia led the yearslong push to repeal New York’s notorious “100-foot rule”, successfully passing landmark legislation to stop utilities from raising New Yorkers’ energy bills to needlessly pollute our planet. As part of the larger NY HEAT Act push, Pythia worked alongside the state’s leading environmental and consumer advocates to expose how utility companies were abusing loopholes to hurt everyday people and urge lawmakers to take action. 

Our coalition hammered Albany lawmakers throughout the year, urging them to protect their constituents from rate hikes happening across the state and making legislation to repeal the 100-foot rule the biggest affordability and environmental priority of the year.  Through sustained advocacy and pressure, we secured passage in both the Senate and Assembly before turning our focus to Governor Hochul and urging her to deliver on her affordability commitment by signing the repeal into law. 
In the final days of 2025, Governor Hochul finished the job and signed the only climate bill passed in a Blue state this year. In a year of setbacks, the repeal was a major victory for millions of New Yorkers and a crucial first step to finally transitioning New York away from polluting fracked gas. Pythia looks forward to capitalizing on this major win and continuing to advance the rest of the NY HEAT Act in the coming years.
